RE: NH states' rights legislation -
Bills like this one have been introduced into several state legislatures, but to my knowledge, none have been passed so far. It's rather difficult to get Democrats at any level to vote to uphold the Constitution nowadays.
As far as NH's bill is concerned, it looks like they've held a public hearing but the bill is still "in committee."

Yeah, it's easy to get these things passed as resolutions, but when it comes to approving it as a matter of law, that's a different story...
Usually, all Uncle Sam has to do is threaten to reduce or eliminate their federal funding, and the state legislatures collapse like a house of cards...
Yep, and they won't hesitate to use that threat.
And the several States surrendered their ability to retaliate in-kind with the ratification of the 16th Amendment.
