Half of the state of South Carolina is either under a winter storm warning or a winter storm advisory until 7 AM Monday morning.
The Columbia area is under the advisory as conditions could become hazardous with sleet, freezing rain, and accumulations of ice on roadways.
The Upstate of South Carolina, including Greenville-Spartanburg, Cherokee, Union, and as far south as Laurens and Newberry, is under a winter storm warning with snow accumulations of up to 7 inches or more.

Snow Moves Into the Carolinas
Most of the counties of the Western Carolinas are under a winter storm warning or a winter weather advisory for Monday night and Tuesday morning.
A broad section of the Carolinas are included in the weather alerts, and snow accumulations are expected to be in the range of 2-5 inches.
10 counties in South Carolina are under a winter storm warning. Another 31 counties are under a winter weather advisory.

Bitter Cold Warnings for Western Carolinas
That Arctic Express that brought so much dangerous weather to a broad section of the United States continues to pose havoc for the South.
Newland, North Carolina--located in the mountains of Western North Carolina--had a high temperature today of only 16 degrees. Lows tonight are expect to dip near -4.
Greenville, South Carolina--in the Upstate of Western South Carolina--didn't make it to freezing today after all. The high temperature at the Greenville-Spartanburg International Airport was only 31 degrees.
Tonight the low in the Upstate will drop to 11 degrees. Last night the low was 13 degrees.
Saturday will be another very cold day for the Western Carolinas with high temps reaching into the 20s and low 30s, before a moderating system moves in Sunday.
Yet there is a good chance for snow in the mountains, foothills, and piedmont regions of North and South Carolina for Sunday.
Citizens are urged to be extremely cautious in their travel and to dress warmly if they intend to be outside for even a brief period of time.

Bitter Cold Sweeps Into the South
After Thursday night's bitterly cold temperatures in the low to mid-teens, the Upstate of South Carolina will barely make it above freezing today. Highs are expected to be 32-34 degrees, which is unusually cold for these parts.
The Upstate, however, will fare better than the mountains of Western North Carolina, where temperatures on Thursday night dipped into the single-digits and below zero in the higher elevations. Highs in the mountains on Friday are expected to remain below freezing in the mid-to upper 20s.
And this is just the first day of the cold weather brought into the entirety of the South by an 'Arctic Express' that has caused record-breaking cold temperatures in the Great Lakes and Plains, as well as the New England states.
One weather reporting station reported a temperature of -40 Wednesday night.
The South is bracing for another day and night of bitter cold. Friday night's temps are expect to dip back into the teens in the Upstate, and Saturday's high will remain in the 30s.
On Sunday, however, winds are expected to shift bringing more moderate temperatures back into the area.

Upstate SC Woman Survives NYC Plane Crash
From her hospital bed in New York City, Shae Childers of Gaffney, South Carolina says she will not be taking a flight home when she is released from the hospital.
Childers is one of the 146 passengers who survived the NYC plane crash into the Hudson River on Thursday.
The plane, schedule to fly from LaGuardia to Charlotte, North Carolina, was a U.S. Air jet piloted by a man that passengers are describing as a hero.
About a minute into takeoff the jet hit some geese which shut down both engines. The pilot guided the plane into a U-turn over the Hudson River and then safely landed it in the water.
Childers says she immediately made her way out of the aircraft into the Hudson River, where rescue boats were already waiting.
As a buyer for Hamrick's Clothing of Gaffney, Childers was in New York City on company business and was returning home to Gaffney when the plane went down. She stated that the entire episode is a frightening but amazing story of survival and the coordinated efforts of the pilot and rescue personnel to insure that there was no loss of life.
Everyone on the plane survived.

New Budget Cuts Could Force Teacher Layoffs
Facing its worst financial and unemployment crisis in over 25 years, the South Carolina legislature slashed another $383 million from the state budget, bringing the total figure thus far to over $1 billion in cuts.
The crisis could force teacher layoffs and increases in class size.
Programs that help the elderly stay out of nursing homes would be slashed as well.
And in the higher education realm, such as the University of South Carolina and Clemson University, there could be more cutbacks, including unpaid leave, early retirement, and the loss of positions.

IN CAROLINA--PALIN PACKS 'EM IN
McCain Vice-Presidential running mate and rising star of the GOP, Governor Sarah Palin, packed 'em in Sunday evening in a major blowout rally held at the Asheville Civic Center in the Blue Ridge Mountain town of Asheville, North Carolina.
The weather was perfect for the event. Skies were clear, the sun was bright, and the colorful changing leaves in the scenic North Carolina mountains provided the ideal combination for Palin to demonstrate her 'drawing power.'
And draw them in, she did.
Crowds began to gather at 5:30 AM for the event that was not supposed to begin until 7 PM in the evening.
By mid-afternoon the 17,000-seat civic center was overflowing with citizens wishing to see Palin in action. When the doors closed at 6 PM, there were still thousands left outside unable to get a seat.
An informal survey of those standing in line indicated broad support for McCain-Palin across the political spectrum.
One young woman in particular, a registered Democrat, stated that when McCain added Palin to the Republican ticket she changed her mind about her vote. Stating that Palin adds something to the campaign sorely missing in both Parties, the woman indicated she would be voting for the McCain-Palin ticket on November 4.
Granted, there were large numbers of conservative Republicans in the long lines--those who recognize in Palin the values reminiscent of Reagan conservatism.
But Palin's appeal is certainly not limited to the Republican base. She appeals to thinking women, even of a liberal bent, some of whom had supported Hillary Clinton.
Upon Palin's arrival, the crowd's response was consistent with what we have come to expect for the charismatic candidate. Palin brings an energy, an excitement with her into an arena that immediately draws the observer, and her words and demeanor establish an instant connection with her audience.
Launching to her speech, Palin laid out her case for the McCain plan for lower taxes, placing a freeze on new government spending, cleaning up corruption in Washington, and bringing a victorious and honorable end to the war in Iraq.
Palin also served up some red meat to the conservatives in the crowd by hammering away at Obama's Socialism, his notion of 'redistribution of wealth'--a Marxist concept, and his long history of opposition to drilling for more crude in America's own oil-rich reserves.
North Carolina is one of the battleground states this year with neither McCain nor Obama showing a clear advantage. But one thing is for sure, Palin was a big hit today in Asheville.

Price-Gouging Investigations in Western Carolinas
The Attorneys-General of North and South Carolina are investigating thousands of charges of price-gouging on the part of gasoline stations in the area.
North Carolina Attorney-General Roy Cooper has already sent subpoenas to dozens of gas stations in western North Carolina alone concerning customer complaints of outrageously unnecessary price increases at the pump.
Henry McMaster, South Carolina's Attorney-General stated on Monday that there appears to be some price-gouging by certain gasoline vendors but that his investigations would need to be completed before any formal charges would ensue.
McMaster stated that he has requested records from the accused vendors which should show that the price they paid for gasoline is reflected in the price at the pump. The mere fact that gasoline is higher, he said, is no indication that the station engaged in price gouging.
Price-gouging is a term that refers to a business that charges customers significantly higher prices than the prices the business paid for the commodity, taking advantage of consumers particularly during emergencies such as the recent hurricane.
In both North and South Carolina, a business that is convicted of price gouging faces a fine of $2000 per customer that was impacted by the gouging. Such fines can easily run into the hundreds of thousands of dollars for a single business, effectively bankrupting that business.

A 'watch' means that conditions are right for a weather event. A 'warning' means that the weather event is in progress.

Tropical Rains Bring Relief to Drought-Laden Upstate

With the remnants of Tropical Storm Fay moving eastward into the Upstate of South Carolina and the mountains of North Carolina, tropical rains have brought much-needed relief to the drought-stricken areas of the Southeast.
The Upstate of South Carolina has received an average of well over an inch of rainfall in the last 24 hours. The mountains of North Carolina have also received significant rainfall, with some areas experiencing flooding.
A mudslide caused by the rain forced the closing of a restaurant in the mountain resort area of Chimney Rock/Lake Lure. As the Fall tourist season gets underway in a few short weeks, the area will be teeming with customers. Owners of the restaurant are confident that they can have repairs completed before that time.
The Greenville-Spartanburg area of South Carolina, and the Asheville-Hendersonville area of North Carolina are expecting continued moderate to heavy rainfall Tuesday night and Wednesday.
An 'extreme drought' has engulf the entirety of the region since January of this year. Most reporting stations are anywhere from 10 to 15 inches below normal rainfall.
While the remnants of Tropical Storm Fay may not end the drought, the few inches of rain expected from the system will certainly bring welcomed relief to the area and take at least some of the pressure off of local water districts that have implemented either voluntary or mandatory water restrictions.

S.C. GOVERNOR ASKS FOR DISASTER RELIEF
After touring some particularly hard-hit drought areas of the Upstate of South Carolina, Governor Mark Sanford formally requested federal disaster area relief on Wednesday.
The Governor requested that all but 2 South Carolina counties be designated as federal disaster areas, allowing farmers and others to apply for financial assistance and low-interest loans.
Sanford held an impromptu outdoor townhall meeting and news conference in Pickens County,
which is one of the 5 Upstate counties hit hardest by the drought. Farmers in the region stated that without significant rainfall soon, they will be forced to sell their farms.
The 5 Upstate counties of Spartanburg, Greenville, Cherokee, Pickens, and Oconee are suffering from 'extreme' drought conditions, the worst designation possible in the state. Rainfall totals are running 11-12 inches below normal just since the start of 2008.
The rest of the state is under either severe or moderate drought conditions with the exception of Charleston and Georgetown counties, both of which have received enough rainfall in the last month to bring them out of the drought.
Many areas throughout the state are also under either mandatory or voluntary water restrictions.

The Watauga Democrat reports that a bomb was discovered at the Boone, North Carolina Walmart. The bomb was later detonated by police. No one has yet been charged. The audio of the 911 call to police is posted by the newspaper as well.
WSPA News Channel 7 interviews the 25-year-old wife of slain state trooper Shawn Blanton. The Blantons have a premature infant in neonatal ICU as well.
The Union Daily Times begins a series of articles profiling the write-in candidates for Mayor of Union in light of the resignation of Mayor Bruce Morgan after the filing deadline. Two of these profiles can be found HERE and HERE.
The Gaffney Ledger reports that Limestone College has raised its tuition for the upcoming school year.

S.C. SHOCKER--UNION MAYOR INDICTED
The small, county-seat town of Union, located in the Upstate of South Carolina, is in a state of shock today as news comes that its mayor, Bruce Morgan, has been indicted on corruption charges.
Mayor Morgan immediately resigned as word came of the indictment.
The town's zoning administrator, Jeffrey Lawson, has also resigned under indictment.
Both men are charged in federal court with accepting kickbacks in return for granting lucrative government contracts to businesses. Since the alleged scheme began in 2007, Morgan and Lawson have reportedly pocketed over $30,000 in kickbacks.
Although Union's population is only 9,000, Morgan's salary as mayor was over $100,000 per year. Morgan had reportedly convinced the Union City Council to fire the city's administrator and combine the job with the mayoral position. This boosted Morgan's salary from just over $6000 per year to over $100,000.

The North Carolina Senate unanimously approved the new gun control bill that requires those committed as inpatients to mental facilities be listed in a national database that prevents them from buying guns. This was after a GOP-led amendment was approved that excluded those committed as outpatients, according to the News & Observer.
The News and Observer also reports that 3 N.C. teachers have been arrested in a sex sting operation.
The Asheville Citizen-Times also reports that a Henderson County, NC teacher faces multiple sex charges.

Dentist Murdered in Drugs-for-Sex Scheme
New details have emerged on the murder of a prominent North Carolina dentist.
Dr. David Boyd, the Salisbury, North Carolina dentist who was murdered at his mansion, was apparently involved in a drugs-for-sex scheme that eventually led to his death.
According to the details of the search warrant, as reported on WBTV in Charlotte, the suspects arrested in the case described a protracted scheme initiated by Dr. Boyd to trade restricted-class prescription drugs for sex.
The search warrant indicates that Boyd also videotaped his sexual sessions.
Sources close to the case also indicate that Boyd had been the subject of an ongoing investigation by law enforcement officials for a number of months.
