They all lied

When the U.S. consulate in Benghazi, Libya first came under attack, the Obama administration stated that the main reason for its reluctance to attribute the attacks to coordinated terrorism was that there was an ongoing investigation into the matter and that it would be premature to comment until that investigation was completed.

This was in spite of the fact, of course, that the administration was quick to blame the attacks on an obscure film long before that investigation was completed and certainly long before the facts were in.

But now that more of the facts are coming in and more information from the ongoing investigation is becoming available, not only has it become clear that the truth bears little semblance to the story spun by administration officials, including the president, but that the horrid scenario that played out on Sept. 11 in Benghazi represents an entire litany of missteps, miscalculations, incompetence, and a shocking lack of attention to basic security measures to which U.S. personnel located in danger zones are entitled.
